Peter Charles Allen is the host of the music program “One Fine Morning” on WORT-FM, and an engineer around Wisconsin's public broadcasting technological back-end. He has been messing about with video glitch-art in his free time, breathing new-life from old gear he’s saved from the dustbin of history.
